LPA explained the reason for the inspection and a tour of the center was conducted both inside and outside. The licensee is requesting an increase of capacity from 40 preschool children to 60 preschool children by adding one additional classroom. This program currently operates year round from 7:30 AM to 5:00 PM in classroom 1 and 3. The increase of capacity will operate in classroom 2. Program Coordinator stated that the facility provides all meals and snacks. Ill children will be isolated in the Site Supervisor’s office and utilize the staff bathroom in their office. Cleaning supplies are kept in locked storage areas which are inaccessible to children. All classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in each classroom appeared to be safe and in good condition. LPA observed that the center has a working carbon monoxide detector installed. There is enough chairs, tables, and sleeping mats. LPA observed plenty of age appropriate items & toys. Room measurements in all classrooms were taken and reviewed with Program Coordinator. The total inside area of all classrooms measured to an approximate 2,410 square feet which will accommodate the requested capacity of 60 preschool children. There is adequate storage space available for children's belongings. There is a total of 6 toilets and 10 sinks/hand washing fixtures which will accommodate the requested capacity. Facility uses water provided by a water vendor service to fill igloo jugs located in each classroom. Facility also has drinking water fountains to provide water during indoor activities. Staff bring the igloo jugs and cup dispensers outside during outdoor activities. The outside square footage measured to an approximate 6,628 square feet which will accommodate 60 preschool children. Shade structures provide a shaded rest area. LPA reminded Licensee to make sure they maintain visual supervision of children at all times. High climbing play equipment with adequate cushioning was observed. A fire clearance for 60 preschool children was received and granted by the Merced County Fire Department on 9/22/23. LPA Gibson met with Claudia Villatoro, Nutrition Services Coordinator and Estella Navarro, Site Supervisor. Purpose of today's inspection is to conduct a case management inspection, and to notify them there has been a lead exceedance referred to as a Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility. Fresno Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. Based records reviewed from Enthalpy Analytical with Claudia Villatoro, Nutrition Services Coordinator and Estella Navarro, Site Supervisor LPA Gibson inspected outlet (M) that was impacted with 11ppb (ALE) of lead. This outlet is for preschool children in the outdoor play area. Site Supervisor has disconnected water outlet for now as the water outlet is also attached to a water fountain belonging to Stanislaus Office of Education, which is non operational (i.e missing plumbing parts). LPA Gibson took a photo of this unit. Claudia Villatorro agreed to request this portion of the water fountain be removed as it is in disrepair. Claudia will maintain use of outlet (M) for hand washing use only after repair is complete. An IGLOO with water from a potable source and cups are available to preschool children while outdoors. 101238(a) Buildings and Grounds citation was issued with a plan of correction in place to ensure the safety and well being of children, employees and visitors. (See Plan of correction for further corrective action 809D). Site Supervisor has notified authorized representatives of this corrective action by flyer notice. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, A type B deficiency is being cited: (see next page, 809 D). Site supervisor was provided a copy of appeal rights. An exit interview was conducted with the Director. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
