Based on interview and record review, the licensee did not comply with the section cited above by not ensuring all staff have an eligible criminal background clearance prior to initial presence in the facility, which poses an immediate health, safety or personal rights risk to persons in care. The licensee was advised that Alondra and Osmara cannot return to the facility until they have an eligible clearance. Please check Guardian or contact the Oakland office to verify staff's clearance.
