During the investigation it was found that a 2yo & 3yo was found by Law Enforcement outside in the middle of the night for over an hour. Foster parent also had stated that the 3yo had been opening the door and window of the home earlier that day and did not implement any safety measures. Despite the foster parent stating that they were waking up to check on the children in the middle of the night this information is contradictory as the foster parent was not aware the children had left the home until Law enforcement awoke her at 6am.
