Based on interview and record review, the licensee did not comply with the section cited above. Where S1 was not lead qualified but was acting as a substitute due to Director absence. Which poses a potential health, safety or personal rights risk to persons in care.

Based on observation and record review, the licensee did not comply with the section cited above where S3 and S4 were left unsupervised with two children, while S2 was outside for recess. Which poses a potential health, safety or personal rights risk to persons in care.
