This requirement was not met as evidencedy by: Based on interviews with S1, S2, S3, S4, A1, A2, P1 and P2 which reported on several occasions, they witnessed between 13 to 25 children in care with only one staff in either the Toddler and/or Preschool classrooms. This poses/posed a potential health, safety or personal rights risk to persons in care.

Based on multitple statements, which corroborated two Aides (S1) and another staff (S7) were left alone with up to 12 children in the Twaddler and Preschool classrooms. This poses/posed a potential health, safety or personal rights risk to persons in care.
