LPA met with the Executive Director, Anne Kwong and Site Supervisor, Janet Lui and Site Supervisor, Jenny Huang . The purpose of the inspection was explained. Children were at the park when LPA arrived. Children returned to facility at noon. Present today were 5 staff caring for 21 children. LPA discussed the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires the Lead Testing of water in the Child Care Center with the site director during the inspection. All Child Care Centers that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. Per report collected from facility, facility had conducted lead testing in January 2020. However, lead testing was not done according to Written Directive. On this day, facility has been advised to retest. Per facility representatives, facility has been scheduled for retest 03/21/2024. Facility did not conduct lead testing based on the requirement of the Written Directive poses a potential health and safety risk to children in care. Type B deficiency has been issued on this day in accordance with the Health and Safety Code 1597.16(a)(1), see LIC 809D. Plans of Corrections (POC) were developed and reviewed with Executive Director. A copy of this report and appeal rights were discussed and left with Executive Director whose signature on this form confirm receipt of these reports.
