Upon arrival LPA met with Lead Teacher/Licensing Specialist Tara Fields and proceeded to tour the facility. Also present were 50 children with 8 staff members. Appropriate teacher and child ratios were observed. Staff members have the required background clearances and are associated to the facility. Effective 1/11/21, Tara Fields became the Lead Teacher/Licensing Specialist of DMUSD Child Development Center. An email announcing her position, referred to as “Licensing Director” was sent by Shelley Petersen, Assistant Superintendent, Instructional Services to the families of children enrolled on 12/16/20. The email stated that Ms. Fields position would become effective on 1/11/21. A copy of this same email was forwarded to facility staff on 12/17/20. The Designation of Facility Responsibility, LIC308 was received by the Regional Office via fax on 1/7/21. A lead/head teacher is an acceptable substitute for a child care center director provided that the lead teacher meets the qualifications of a child care center director. The licensee failed to submit verification of Ms. Fields’ course work and summary of work experience within 10 days of the facility director change. Ms. Fields submitted the documents via email to LPA Curtis on 4/22/21. See LIC809D for cited deficiency. An exit interview was conducted with Licensing Specialist/Director Tara Fields and Appeal Rights (LIC 9058 1/16) were discussed.
