Type B citation from complaint investigation - potential risk if not corrected

Based on interview with Director, Staff #1 was hired and allowed to work before the background clearance was completed. This is an immediate risk to the health and safety of children in care.

(1) Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.

Based on record review, the licensee did not comply with the section cited above in that Staff #1 and 2 did not have the Measles vaccination information on file and Staff #3 was missing Measles and Pertussis information which poses a potential health, safety or personal rights risk to children in care.

Based on interview with Director and Staff #2, Staff #1 stepped away from a preschool child on the changing table, for approximately 10 seconds, on twodifferent occasions. This is a potential hazard to the health and safety of children in care.

Based on observations, interviews and record review, the facility did not ensure children in care were not bitten by another child in care, which posed a potential Health, Safety or Personal Rights risks to persons in care.
