Based on interviews, the licensee did not comply with the section cited above in that, Child 1 (C1) was on the playground alone without teacher supervision, which poses an immediate health, safety or personal rights risk to persons in care.

Based on observation, the licensee did not comply with the section cited above in that C6 had an expired epipen stored in the facility which poses a potential health, safety or personal rights risk to persons in care.
