There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance, except as specified in (b) and (c) below. This was not met by evidenced by: LPA observed that 19 children were in the classroom areas supervised by one staff while the other staff went to open the front door which is in another room. This is an immediate risk to the health and safety of the children in care.
