Based on LPAs observation, the licensee did not comply with the section cited above. During the inspection LPA observed licensee's assistant speaking to the children in a loud and harsh tone which poses a potential risk to the personal rights of children in care.

Resolution: Licensee shall develop a written plan of action to ensure children's rights are not violated. Licensee shall send a copy of the written plan to CCL by 8/21/23.
