Personal Rights: (a)... each child is accorded the following personal rights: (3)To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature... This was not met as evidenced by: Based on LPA observation and interviews, Staff instructed a Child to keep their hands raised for a prolonged period after verbal redirection was deemed ineffective. This poses an immediate health and safety risk to the children in care.

Based on records review, the facility did not comply with the section cited above. Staff #1, 2 and 3 did not have criminal records clearance or association to the facility. This poses an immediate health, safety and personal rights risk to children in care.
