Based on observation, interview, record review, the licensee did not comply with the section cited above in 1 substitue teacher present and caring for preschool children, completed 2 seperate livescan processes and cleared the DOJ & FBI background, however the teacher was missing a CACI clearance which poses a potential health, safety or personal rights risk to persons in care.
