Based on observation and interview, the licensee did not comply with the section cited above. At the time of arrival Licensee was out of ratio. The licensee and 9 children were in the home. A 10th child arrived at 8:49 a.m. The helper arrived at 8:54 a.m. which poses/posed a potential health, safety or personal rights risk to persons in care.
Resolution: Licensee states she will implement and provide documentation with new hours for helpers, provide a schedule of attendance for the children and submit a statement that she understands the regulation by the plan of correction date.
