Based on observation, the licensee did not comply with the section cited above in C1 was in the carseat upon arrival, which poses a potential health, safety or personal rights risk to persons in care. LPA observed assistant remove C1 from the carseat immediately.
Resolution: LPA discussed with licensee that carseats are only to be used for transportation and children must be removed from the carseats upon arrival to the home. Licensee stated they understood.
