LPA met with Teacher in Charge, Angelica Vazquez and explained the purpose of today's inspection. Director, Rajonnie Lane was not present during today's inspection. During today's inspection, there were 26 children present (15 toddlers and 11 preschoolers) with 12 staff in three classrooms. Director stated there are 51 children enrolled. LPA is following up on an self reported Unusual Incident Report submitted to licensing on 10/21/2025. LPA toured the facility, observed classrooms, conducted interviews and obtained relevant documents. On 10/20/2025, during outdoor play, interviews stated 3 children were at the water table with a staff member. Interviews stated that C1 was splashing water in the children's faces. Interviews stated while standing, staff placed their index finger on C1's chin, raised C1's face upward towards their face and said "Look at me. That is not okay to splash my friend." California code of Regulations, Title 22 states staff are to use appropriate disciplinary measures towards children and unless necessary and appropriate, staff are not to touch child. LPA Christina Watts informed Teacher in Charge, Angelica Vazquez that this report dated 1/23/2026 documents a Type B citation. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. *SEE LIC 809D FOR DEFICIENCIES* Exit interview conducted and report was reviewed with the Teacher in Charge, Angelica Vazquez.
