Responsibility For Providing Care and Supervision - Title 22 regulations state a licensee shall provide care and supervision as necessary to meet the needs of each child, and no child shall be without supervision of a teacher at any time. This includes visual observation. Based on staff interview, as well as the self reported incident report; a child was injured while outside on the playground, staff did not observe the incident.
Based on observation, the licensee did not comply with the section cited above, which poses a potential health, safety, or personal rights risk to persons in care. Specifically, approximately five trash cans used for storing solid waste, including moveable bins, did not have tight-fitting covers
