LPA met with Licensee Representative Joshua Goldman. This facility is currently licensed as a preschool program with a capacity of 30 children serving ages 2 until entry into first grade. The Licensee, River East School LLC., has requested to increase their preschool capacity to 33 children from 2 to 6 years old. Hours of operation will be Monday to Thursday from 8:30 am to 4 pm and Friday from 8:30 to 3 pm. This facility is located in a three-story building and childcare is only provided on the first floor. The office areas are located on the 2nd an 3rd floor which is off-limits to children unless they are ill. The office is also used as the ill isolation area for children. Children are sign in and out using the Bright Wheel app. Parents can access the facility via the front entrance of the facility located off La Clede Ave. or from the back entrance accessible from back ally via Verdant St. Present during today’s inspection were 24 children with 6 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed the Licensee Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and inspected the existing classrooms. This facility has added a new sink located in the Main classroom area. Per the Licensee Representative, there were no changes to the licensed areas of the facility. Total indoor activity space obtained during the pre-licensing inspection conducted on 04/27/2022 measured 1,163.02 square footage, sufficient to accommodate the requested capacity increase. LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. LPA observed a total of 3 sinks and 3 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 33 children. The facility currently has a fully fenced playground area. Fencing is made of wood which was observed to be at least four feet high. The total square footage for outdoor playground remains at 2, 872.80 square footage, which can accommodate the requested capacity. Shade is provided via shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via child’s personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Licensee representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
