LPA Rivera met with Site Program Director Latanya Hardy who guided LPA on a tour of the facility. There were 35 children and 9 staff members present and cleared during this inspection. Analyst Rivera reviewed new Assembly Bill (AB) 2370, Chapter 676, Statues of 2018, which requires the testing of for lead in Child Care Centers (CCCs) with facility Site Program Director Latanya Hardy during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1. 2010, must have their water tested and post the results be January 1, 2023, and every 5 years after the date of the first testing. Facility provided a copy of the report that covers the analysis performed on samples submitted to Enthalpy Analytical on 2/14/23. The department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples collected on 2/10/23. drinking fountains and faucet reported with 6.3, 7.1,and 7.0 ppb or greater lead exceedance levels as follows: Drinking Fountain Near Stairs F- 7.1 Sink Faucet Kitchen L- 7.0 Drinking Fountain Room 4- 6.3 Site Program Director Latanya Hardy, informed LPA Rivera that the faucet and fountains have a sign stating, “do not use work order in progress” and placed a plastic bag to cover the fountain to make it inaccessible. For water drinking, LPA observed water bottles in the classrooms and for food preparation, another faucet in the kitchen (which was tested and have passing water levels) is utilized. The facility maintenance is in the process of correcting by flushing the fountains and faucet 5 minutes, 3 times a day for 5 days. The deficiency listed on the following page was observed by LPA Rivera and is being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809-D. The deficiency that is being cited needs to be cleared to protect the children’s health & safety. The Notice of Site Visit (LIC 9213 –must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview conducted with Site Program Director Latanya Hardy and plans of corrections were reviewed and developed with Site Program Director and a copy of Appeal Rights (LIC 9058) was discussed.
