Based on observation and record review, the licensee did not comply with the section cited above in 15 out of 12 persons which poses an immediate health, safety or personal rights risk to persons in care.
Resolution: Licensee states will disenroll three children and bring infant ratio to four (4) rather than seven (7). Licensee will provide LPA Scott with new roster of the children enrolled and write a declaration advising how plans to remain in capacity and ratio. LPA also observed three (3) children in which two (2) infants were picked up by parent/guardian during inspection.
