LPAs initially met with Facility Representative-Head Teacher Maria Ruvalcaba and explained the reason for the visit. Facility Representative took LPAs on a tour of the facility. Early Learning Center Manager Keokuk Legarde joined at a later time. This facility is on the premises of Webster Elementary School. There are three classrooms in this facility. Room B1 and Room B2 are Preschool Head Start classrooms for ages 3-5 and Room B3 is an Early Head Start classroom for ages 2-3. All three classrooms operate Monday through Friday from 7:45 AM to 2:45 PM. LPAs observed three children supervised by two staff in Room B3 , 12 children supervised by 2 staff in Room B2 and 11 children supervised by 2 staff in Room B1. LPAs inspected areas used by children. LPAs observed all documents required to be posted in the classrooms. Furniture and equipment were inspected for age appropriateness and good repair in each classroom. Telephone service, heating, lighting and ventilation were evaluated and are operable. Children have access to cubbies in their classrooms to store their belongings. Floors of each classroom were observed to be clean and free of hazards. Children are provided with napping cots and sheets by the program. Per Facility Representative, the sheets are laundered by the program. Children have the option of bringing their own blanket which is taken home to be laundered weekly. Per Facility Representative there are two isolation areas. One is in the Head Start office in Room B3 and the other is the nurse's office in the elementary school. Children are supervised by a staff member while in either isolation area. There is one restroom available for each classroom. Each restroom contains two hand washing sinks and two toilets. The EHS classroom-B3 also has a diaper changing table in the restroom. Per Facility Representative, diapering supplies are provided by the program and parents have the option of bringing their own supplies if desired. The EHS classrooms assist children with potty training. All restrooms were observed to be clean and free of hazards. Children are supervised while using the restrooms. The facility initially tested for lead in drinking water on 7/7/23. Results revealed a lead exceedance in classroom B3. The facility repaired the exceedance and re-tested on 8/7/23. Results of the re-test revealed no exceedances. Disinfectants, cleaning solutions and medications are stored inaccessible to children in care. In each classroom, cleaning supplies are stored in high areas inaccessible to children. Medication is stored in the classrooms first aid backpacks. Currently there is only one child enrolled who has medication stored at the facility (if needed). LPAs reviewed medication and observed it in its original packaging. Per Facility Representative there are no poisons stored in the facility, there are no bodies of water. LPAs observed an operable carbon monoxide detector and the facility has a centralized fire alarm system. Parents sign in on the clipboard in each classroom. The program conducts an emergency drill each month. The last documented drill was conducted on 2/11/25. This program provides breakfast, lunch and afternoon snack. Meals are brought to the program from the elementary school cafeteria. Snacks are provided by the Head Start office. Children with allergies or personal preferences are provided an accommodation. Per Staff, children with medical food allergies are closely monitored during mealtimes. Menus are posted once a month in the classroom and they are also provided to parents. The outdoor areas were inspected. The outdoor area is fully enclosed. LPAs observed shaded areas for children and absorbent material under high climbing structures. Water is provided via a water fountain and a portable water container and cups (if needed). The outdoor area is only used by the head start program, not by the elementary school.
