Based on observation, the licensee did not comply with the section cited above as trash cans throughout do not have tightly fitting covers which poses a potential health, safety or personal rights risk to persons in care.
Based on interview with the interim director and staff S3, a preschool aide, has been supervising preschool children without a fully qualified teacher to supervise, which poses/posed a potential health, safety or personal rights risk to persons in care.

Based on interview, the licensee did not comply with the section cited above as licensee did not have any documentation for staff S1 at the facility for review. This poses a potential health, safety or personal rights risk to persons in car
(1) Twelve postsecondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program.
(2) Each person specified in (g) above shall have a health-screening report signed by the person performing the screening. This report shall indicate the following:
(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.
