This requirement was not met with evidence by: Based on observations, interviews, and record reviews, S1and S2 were observed handling the children roughly on facility camera footage on 09/18/25, on 09/24/25, and on 09/30/25, which post an immediate Health, Safety, or Personal Rights risk to people in care.
