LPA toured the inside and outside of the facility. The licensee is Northwest Baptist Church and they are requesting a capacity increase from 130 preschool children to 150 preschool children. Facility currently operates in Room 103 in the South Hall and 108-115 in the North Hall and is requesting to add Room 102 in the South Hall. This program currently operates year round, Monday – Friday from 7:30 am – 5:30 pm. Facility provides a PM snack. Parents provide an AM snack and lunch. PM snack is prepared on site. Facility has a supply of food on hand in case a parent forgets to send their child to school without a morning snack and lunch. LPA observed a kitchenette area in the staff break room that contains a refrigerator, freezer, and oven. Ill children will be isolated in the Director’s office and will utilize the staff bathroom adjacent to Room 103. Cleaning supplies are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors on the premises in the hallway of the north hall also one in the south hall rooms. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements in classrooms 103 in the south hall and 108-115 in the north hall were taken and reviewed with Director. Room 102 was not able to be measured because it was not set up and ready to provide care and supervision to children. The total inside preschool area of all classrooms measured to an approximate 9,734 square feet which will accommodate the requested capacity of 150 preschool children. There are a total of 15 toilets and 22 sinks/hand washing fixtures which will accommodate the requested capacity. Facility has a water filling station in the hallway of the north hall that is used to fill pitchers in each classroom. Children bring water bottles from home to consume water during indoor and outdoor activities. Facility has cups on hand in case a parent forgets to send their child to school without a water bottle. LPA advised facility to bring an igloo jug filled with water as a water filling station during outdoor activities. Licensee is requesting a waiver for staggered use of the outdoor activity space. LPA observed a high climbing play structure with rubber cushioning in the outdoor activity area. A sand box was also observed but covered. There is a shade structure over the high climbing play equipment and a shade structure in the corner that provide an adequate shaded rest area. Mature trees provide additional shade. The equipment observed appeared to be age appropriate. LPA reminded Director to make sure they maintain visual supervision of children at all times. A fire clearance for 150 preschool children for Rooms 102-103 in the south hall and 108-115 in the north hall was approved by the City of Fresno Fire Department on 9/18/24. Pending a final file review and management approval for the outdoor activity area, a recommendation will be made to license Rooms 103 in the south hall and 108-115 in the north hall for a capacity of 150 preschool children. Director understands that she will need to contact Community Care Licensing to have Room 102 approved for use. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Director, Linda Petrucelli. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
