LPA met with Director Monica Curry and toured the facility, both indoors and outdoors. The facility operates Monday through Friday, from 7:00 AM to 6:00 PM. All poisons are securely stored in a locked area, and none were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items are kept inaccessible to children. There is no swimming pool or other bodies of water on the premises. The facility does not allow or store firearms or ammunition on the premises. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition, also free of sharp, loose, or pointed parts. The surface of the outdoor activity space could benefit from some upkeep, specifically additional woodchips, to ensure a smoother transition from cement to ground. It was also recommended that exposed root systems in the playground be covered with woodchips to prevent hazards. Cushioning material is in place around high-climbing equipment, swings, and slides to absorb falls. All toilets and handwashing facilities are in safe, sanitary operating condition. The facility has one or more functioning carbon monoxide detectors. The floors are clean and safe. Solid waste storage containers are equipped with tight-fitting lids and are in good repair. The facility provides water through personal water bottles, a water dispenser, and disposable cups. The facility also provides meals and snacks to the children, with food prepared on-site. Menus are posted at least one week in advance where they are accessible to authorized representatives. The facility is adhering to the capacity and limitations specified on the license. At least one staff member trained in CPR and Pediatric First Aid is always present when children are at the facility or on offsite activities. The child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. All children are under continuous visual supervision by a teacher. The facility meets teacher-child ratio requirements. LPA reviewed a sample of children’s files and found them to be complete, containing contact information for authorized representatives and relatives, as well as medical assessments. LPA also reviewed a sample of staff files, confirming that they were complete with health screenings, immunization records (for influenza, pertussis, and measles), and current documentation of completed mandated reporter training. LPA discussed the Community Care Licensing website (www.ccld.ca.gov), which provides access to resources, such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPA reviewed Reporting Requirements as outlined in the regulations (Section 101212). Director Monica Curry was reminded that all adults 18 and over, including employees and volunteers (except as specified in Health and Safety Code section 1596.871), must obtain a criminal record clearance or exemption—or transfer an existing clearance or exemption—before they are allowed in the Child Care Center. A civil penalty of $100.00 per day, up to a maximum of 5 days, or up to 30 days for repeat violations, will be assessed if this regulation is violated.
