Teacher Mr. Valadez stated that a child was left in the classroom alone for about 35 to 40 minutes while everyone was in the playground. This poses an immediate health, safety, or personal rights risk to children in care.

Based on record review, the licensee did not comply with the section cited above which poses a potential health, safety or personal rights risk to persons in care. Licensing Program Analyst (LPA) observed that four staff members were missing Health Screening reports.

The blue carpet in both classrooms also appeared stained in some areas.

(a)(3) Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights:(3) To be free from corporal or unusual punishment, infliction of pain . . . including eating, sleeping or toileting; or withholding of shelter, clothing, medications or aids to physical functioning. This requirement was not met as evidenced through interviews with staff, which indicated that a contracted employee from an outside agency aggressively handled a child during classroom hours.
