DE LA TORRE, CESAR FAMILY CHILD CARE

Based on observation, interview and record review, the licensee did not comply with the section cited above in that one (1) out of two (2) assistants did not have a fingerprint clearance and have been working at the facility for one (1) to three (3) weeks, which poses an immediate health, safety or personal rights risk to persons in care.

Resolution: Licensee stated that they will send Staff #1 (S1) home and not allow them to return until they obtain a fingerprint clearance. Licensee stated that they will send proof of S1's fingerprint clearance to the San Diego Regional Office (SDRO) by 02/20/2026.

Based on observation, the licensee did not comply with the section cited above in that the back yard is littered with dog feces which poses/posed a potential health, safety or personal rights risk to persons in care.

Resolution: Licensee stated that they will clean the back yard and maintain it clean and orderly prior to letting any children outside for outdoor activities. Licensee stated that they will submit a photo to the San Diego Regional Office (SDRO) for proof of correction by 02/20/2026.

Based on record review and interview, the licensee did not comply with the section cited above in that the last fire drill was conducted in January of 2025, which is longer than 6 months, which poses/posed a potential health, safety or personal rights risk to persons in care.

Resolution: Licensee stated that they will conduct a fire drill with daycare children and submit proof to the San Diego Regional Care Office, (SDRO) by 02/20/2026.

Based on observation and record review, the licensee did not comply with the section cited above in that six (6) out of six (6) children in care either did not have immunization records on file, or an updated CDPH 286, which poses/posed a potential health, safety or personal rights risk to persons in care.

Resolution: Licensee stated that they would review the provided LIC311D and obtain missing records and submit proof of complete child files to the SDRO by 02/20/2026.

Based on observation and record review, the licensee did not comply with the section cited above in that two (2) out of two (2) infant's in care had naps that were not recorded on a sleep log, which poses/posed a potential health, safety or personal rights risk to persons in care.

Resolution: Licensee stated that they will keep a written account of every 15 minute check, performed on napping infants, on a sleep log and submit proof to the SDRO by 02/20/2026.
