Limitations on Capacity. (a) A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement was met as evidenced by: Based on interview with Rachel Tamayo, the STEAM lab has been used for children without prior approval from Licensing. Based on LPA's observation and staff #1's statement, staff #1 was alone with 15 children. The Area Manager failed to ensure that a staffing ratio of one teacher to 14 children was maintained. This poses a potential health and safety risk to children in care.
