Based on observation, the licensee did not comply with the section cited above in Licensee did not have prescription labels on the medication bottles themselves which poses/posed a potential health, safety or personal rights risk to persons in care.

(d) Upon the occurrence, during the operation of the child care center of any of the events specified in (d)(1) below...next working day and during its normal business hours. In addition, a written report containing... (d)(2) below shall be submitted to the Department within seven days... (1)Events reported shall include the following:(C)Any unusual incident or child absence that threatens the physical or emotional health or safety of any child. This requirment was not met by evidence of staff interviews confirming the occurence of the incident and Director confirming it was not reported.

(b) At the time of acceptance of each child in care, the licensee shall inform each child's parent or authorized representative of his/her rights that include, but are not limited to, the following:

(b) (1)To enter and inspect the child care center in accordance with Health and Safety Code Section 1596.857. This requirement was not met by evidence of observation of a stop sign and a line of tape on the ground telling parents not to go past as well as the statement of the Director during the interview that parents were not allowed in the classrooms.

California Lead Action Level at Child Care Centers (a)California’s Action Level for lead in water at Child Care Centers is 5ppb....(c) If testing indicates an Action Level Exceedance at any water outlet, the water from that outlet, the water from that outlet is deemed not safe to drink and an immediate response pursuant to section 101704 shall be required. Based on record review provided by CA Rural Water Association a result of (ALE) of 15 for outlet G which is out of compliance over the allowable ALE 5.5ppb. This poses a potential health, safety or personal rights risk to persons in care.
