This requirement was not met as evidence by: LPAs observed 30 preschool children on the premises with a limited capacity of 12 preschool children, which poses an immediate health and safety risk to children in care.

During interviews with staff members, and a video obtained, it was revealed children were sleeping outside for about two days, which poses an immediate health and safety risk to children in care.
